This is not the end of the world, power management should throttle the CPU when its idle. I could force the multiplier by running the Windows Experience Index :p , but in general it stayed at multiplier 6 and didnt give me the full performance of the CPU when I needed it.
The solution is in power management. Select "change plan settings", then "Change advanced power settings" for the plan you are using and find the processor power management section. There were real performance improvements here 3dmark06 CPU test increased from to so there is no doubt at all that power management in vista was throttling my CPU when it should not have been.
I would advise anyone with any performance issues to check this out for themselves and see if their machine is being throttled. Hopefully some new power management or AC Powerplug drivers might come out for Vista.
For users of the LG LW series of notebooks the problem isnt the multiplier but when on AC power the bus speed not only fluctuates but the FSB is highly reduced as well thus having the same effect on lower cpu available. On battery power the system works fine and as it should but on damn AC, can only get around mhz out of the 2ghz at best. Dissapointing from an otherwise enjoyable OS experience.
I wouldn't consider 3dmark06 performance issues And why you wouldn't have? Power management is only good for laptop, to save battery etc. If you have a desktop computer or running server power management is useless Just set to turn off Monitor after 30 minutes or so Sigh, vista also facing this problem.
